En los barrios, los centros de trabajo o los hogares puede nacer el debate: ¿Cuál es nuestro proyecto de país? ¿Qué debe cambiar y qué permanecer para construir la nación a que aspiramos? Estas son solo algunas interrogantes que suscita en la población el análisis del Proyecto de Constitución de la República de Cuba.
Sobre este tema opinan varios matanceros. Tal es el caso del veterano reportero Ramón Pacheco Salazar, del semanario Girón,opina que es muy positivo el interés que se aprecia en el documento por eliminar cualquier forma de discriminación racial, un flagelo que, lamentablemente, se aprecia en la sociedad cubana:

Entre las novedades más significativas que contempla el proyecto de ley se encuentra la ampliación de derechos sociales y políticos y de los deberes ciudadanos, área en la que innova ya que, por lo general, las constituciones abordan someramente las obligaciones del individuo con el Estado y la sociedad. También se incluye la separación entre las asambleas provinciales y municipales.
Se establece además el funcionamiento de la Contraloría General de la República, conformada en 2009 luego de la última reforma constitucional y encargada de fiscalizar la gestión administrativa y velar por la transparente gestión de los fondos públicos.
Asimismo se actualizan los mecanismos de control constitucional, ya que desde 1976 no se adaptaban para operar de forma práctica en la protección de la Constitución de eventuales cambios por movimientos políticos o de instituciones estatales y privadas.
